Development Management Services

Managing the overall day to day operations of a particular Project and to bringing it to a successful completion requires an extremely broad scope of services. Harvest offers the following:-
  • Development of a master project delivery plan from start to finish;
  • Preparation of budgets and feasibilities for the completion and ongoing requirements of the Project;
  • Cause the preparation and review of concept plans and designs for the Project in conjunction with the Project architect;
  • Arrange for all required Government Consents to be obtained for the Project and that all laws are appropriately adhered to throughout the Project;
  • Engage the appropriate professionals to complete the design and specifications of the Project, and oversee its implementation as required;
  • Prepare and finalise construction contracts with the Builder (with the assistance of appropriate professionals);
  • Manage the construction process but not including tasks ordinarily undertaken by a project manager or superintendent;
  • Propose a marketing strategy and co-ordination of any marketing campaign for the sale or lease of the Project;
  • Appropriately report to the Project Stakeholders on the progress of the Project (a monthly written report to be prepared in line with the requirements of the Project Stakeholders);
  • Provide Project Stakeholders with all accounts for payment of expenses on the Project, together with the appropriate support documentation to show they have been incurred and when they are due and payable; 
  • All other duties required to deliver to the completed Project in a timely manner and maximising the returns;
  • Carry out the Project in accordance with:
               All instructions and directions of the Project Stakeholders;
               Each Program and Budget;
               The Project Documents;
               All Government Consents; and
               All applicable laws, regulations, orders and rules.
  • Administer the Project Documents on behalf of the Project Stakeholders;
  • Ensure compliance with all applicable laws and regulations and lawful directions of a Government Agency having jurisdiction concerning the Project.

Financial Advisory

Often the most essential of services, Harvest Property can provide assistance in the following areas:-
  • Provide advice as the most appropriate finance structure in line with the developers objectives;
  • Preparation of detailed project finance feasibility models that are not normally capable of being produced by proprietary feasibility programmes;
  • Introduction of Bankers, Non Banking Institutions, Private Equity and Joint Venture Partners leveraging off the relationships already established by Harvest;
  • Assistance with legal, structuring  and taxation aspects of project funding (with the assistance of appropriate advisors);
  • Preparation of Debt and Equity Information Memorandums;
  • Presentation to potential sources of debt and equity;
  • Review and critical assessment of funding proposals and comparative analysis;
  • Assistance with Financier Due Diligence investigations; and
  • Scheduled reporting to Financiers and other project stakeholders.

Acquisition, Preliminary Site Evaluation and Due Diligence

Assessing the right location and the right market is critical to ensure any project success.
Services in this field include:-
  • Preliminary Market Analysis;
  • Competitor Benchmarking;
  • Gross Realisation and Rate of Sale assessments;
  • Preliminary cost planning;
  • Technical and Legal Due Diligence;        
  • Assessment of Local Authority and Planning environment;

  • Exit Strategy consideration; and
  • Master programming and sequencing.

Feasibility and Cost Control

Tight and disciplined financial control on the day to day expenditure and income of any project is a fundamental key to its success. In this area Harvest offers:-
  • Detail orientated feasibility models using either proprietary (eg Estate master) or special purpose models created for individual projects;
  • Establishing benchmarks and key performance indicators based on comparable projects;
  • Review, reporting  and updating at every stage;
  • Direct control on project costs and budgets;
  • Cost certification and invoice review;
  • Accurate budgetary projections; and
  • Providing up to date information as the basis for sound decision making.

Stakeholder Negotiation and Approvals

Often identifying the right individual within any large bureaucracy greatly assists with any approval process. The Harvest team has worked closely with many local and state government officers responsible for the assessment of large high impact developments. The services in this field include:-
  • Identifying key policy objectives and desired outcomes within differing levels of government;
  • Identifying key strategies for the proper engagement of decision makers ;
  • Presentation to Community Groups and Government officials;
  • Development of a decision making process flow chart between differing levels and differing departments of government;
  • Sourcing and retaining appropriate public relations consultants; and
  • Documenting appropriate community engagement strategies.

Asset Management Services

Once completed, any project requires a dedicated team to ensure the project performs at its absolute best, maintains its values and position within the market place. On going asset management services include;Preparation of the an ongoing Strategic Asset or Portfolio Management Plan:-
  • Managing the renegotiations with the existing tenants and sourcing new tenants when required either through external agents or direct;
  • Strategic portfolio management ensuring co-ordinated and balanced risk exposure;
  • Managing the capital works and fitout programs for any refurbishment;
  • Management of consultants including sales and leasing agents, town planner, property manager, facility manager, lawyer, surveyor, architect as required;
  • Co-ordination of marketing campaign for the leasing and sale of the Asset;
  • Provide Project Stakeholders with all accounts for payment of expenses on the Asset, together with the appropriate support documentation to show they have been incurred and when they are due and payable; and
  • Provide information to Project Stakeholders which is necessary to prepare GST returns for the Project.
